Municipal agencies like cities are required by state law to ask voters for permission to sell bonds to investors in order to raise the capital dollars required to renovate existing buildings or build a new facility. Essentially, it’s permission to take out a loan to build, renovate, and pay that loan back over an extended period of time, much like a family takes out a mortgage loan for their home. A city council can call a bond election so voters can decide whether or not they want to pay for proposed facility projects.

The City of Forney has a property tax ceiling in place for senior citizens (65 and over) as well as disabled persons who have an approved homestead exemption. The ceiling affects the dollar amount paid in property taxes and is frozen when they turn 65 or become disabled. The property tax amount can only increase if improvements are added to the property such as a room addition, swimming pool, etc… Property taxes would be calculated on the improvements and then added to the original ceiling for a new frozen amount. Conversely, the ceiling will never be lowered even if values and/or the property tax rate declines. However, they could pay less than the ceiling in any given year based on valuation and property tax rate. With regards to a G.O. Bond property tax rate that would be established should any or all of the propositions pass on November 8th, any Forney resident that already has qualified for the property tax ceiling above would not be subject to the G.O. Bond tax on their property tax. You must apply for this exemption.
